City and Guilds Tech levels 2016 and 2017

Purpose

These qualifications are listed on the DfE 16 – 19 performance tables for 2016 and 2017 in the Tech level category.

Tech level qualifications are primarily developed for learners aged 16 – 19 studying on either a full or part-time basis.

Tech levels are aimed at learners with a keen interest in a particular industry, occupation or occupational type.

Along with developing transferable skills required to work within a number of job roles, these qualifications are designed to equip learners with the high level specialist technical knowledge and skills to enable them to work within a specific industry.

These qualifications have been supported by industry employers, professional bodies and trade associations who support and promote the interests of UK industries at home and abroad.

They can help provide entry into employment within a particular sector, onto an apprenticeship or into higher education in a related vocational area.

Education context

City & Guilds is a global leader in skills development, provide services to training providers, employers and trainees across a variety of sectors to meet the needs of today’s workplace. City & Guilds qualifications are valued across the world, helping individuals develop their talents and abilities for career progression.

Following the Wolf review of vocational qualifications in 2011, the UK Government announced a number of characteristics that Level 3 Tech level qualifications have to demonstrate in order to feature in performance tables from 2016.

As a result, over 90% of the Level 3 qualifications previously recognised in performance tables will not be recognised in 2016 and beyond.

The new characteristics for Tech levels included in 2016 performance measures define purpose, size and recognition.

These City & Guilds (QCF) qualifications meet the 2016 requirement for purpose, size and recognition and will continue to be offered to providers only until 2017.

The additional 2018 requirements are not reflected in this suite of qualifications.

City & Guilds have developed a new suite of Tech level qualifications which meet these additional requirements.

A small number of the new City & Guilds Technicals were available for first teaching 2015 and will appear on the 2017 performance measures.

The majority of the new City & Guilds Advanced Technicals are available for first teaching 2016 and will appear on the 2018 performance measures.

UCAS will prepare a separate QIP for City & Guilds Advanced Technicals for the 2017 performance measures.

Structure

These qualifications are credit-based and unitised.

The suite of qualifications uses mandatory units and optional units.

The number and proportion of mandatory units differs between subjects; in some qualifications all units are mandatory.

Some of the mandatory units may be specialised.

The rules of combination for the qualifications specify the minimum credit to be achieved through mandatory and optional units.

UK Level 3 qualifications regulated to the Qualifications and Credit Framework (QCF)[1]

A levels are Level 3 qualifications regulated to the Regulated Qualifications Framework (RQF)[2]

Level 3 is aligned with Scottish Credit and Qualifications Framework (SCQF) Level 6


[1] The QCF was a credit-based transfer system which recognised qualifications and units by awarding credits. It has now been withdrawn for all new qualifications.

[2] The RQF is the new system for cataloguing all qualifications regulated by Ofqual, indexing them by level and size.

Grading

Units are graded Pass, Merit, Distinction, Fail

Most overall qualifications are graded Pass, Fail

 

Assessment

Centres wising to offer these qualifications need centre and qualification approval from City & Guilds.

Assessment of this qualification is by:

  • externally set assignments which are internally marked by the centre and externally quality assured by City & Guilds.
  • externally set, externally marked exam
Contribution of assessment components to overall grade

To be awarded a pass grade for the qualifications, learners must achieve a minimum of a pass in all mandatory units and, if relevant, the required number of optional units as required by the rules of combination.

Resit arrangements

Where the unit is assessed by an assignment, learners are permitted to resit individual units but will be restricted to a pass grade for that unit.

Where the unit is assessed by an exam, learners can resit the exam.

Tech Levels require a minimum size of 300 glh to provide sufficient time for meaningful skills development that will equip a student to follow a particular trade or profession: 300 hours

Many Tech level qualifications exceed the minimum size.

For comparison the size of one A level is 360 glh.

Key issues for UK HE admissions

Tech levels are designed to support progression to employment, an apprenticeship or to higher education.

Tech levels for the 2016 and 2017 performance measures are interim qualifications available for only a small window of time between 2014 and 2017.

The majority of applicants holding these qualifications will have completed their Level 3 qualifications in 2016 and 2017.

Applicants presenting City & Guilds Tech levels completed from 2017 onwards will have taken the new reformed qualifications.

Progression to higher education is generally within the vocational area of the Tech level and may be to a foundation degree.

For those qualifications with a mixture of mandatory and optional units, the exact curriculum studied depends on the choice of optional units taken.

In general, students with City & Guilds Tech level qualifications for the 2016 and 2017 performance measures will have experienced external examination assessment; the exceptions are the Diploma in Floristry and the Diploma in Gas Utilisation.

Timing of assessments and results

Learners are assessed throughout the programme and may submit units for qualification award at any point during the programme.

Results and certificates are issued on a rolling basis.

UCAS applicants will have their results sent directly to UCAS according to UCAS requirements and timelines.

Qualification dates notes

From September 2017 these will be legacy qualifications.

They will be replaced by a new suite of Tech level qualifications.

City & Guilds does not currently publish grade distribution information or number of certifications for these qualifications.

Progression information

On completion of any of these qualifications the learner will have various options to progress further into employment or higher education:

  • Study these subjects or related subjects full-time in higher education
  • Higher level or degree apprenticeship in these subjects or related subjects
  • Employment in the sector or related sectors
